【摘要】:Themodellingofabusinesstransactionthroughscenariosandscenariocomponentsisdonebyspecifyingtheapplicableconstraintsthroughexplicitlystatedrules.TheOpen-ediReferenceModelidentifiedtwobasicclassesofconstraints,namely"internalconstraints"and"externalconstraints"(seefurtherAnnexG).ISO/IEC15944-4focusesoninternalconstraintswithaspecificfocusondoingsofromaneconomicontologyperspective.Externalconstraintsapplytomostbusinesstransactions.Jurisdictionaldomainsaretheprimarysourceofexternalconstraintsonabusinesstransaction.TheprimarypurposeofthispartofISO/IEC15944istoaddressspecificaspectsofbusinesssemanticdescriptivetechniquesinordertobeabletosupportlegalrequirementsinmodellingbusinesstransactions,i.e.intheformofjurisdictionaldomainsassourcesofexternalconstraints.Assuch,thispartofISO/IEC15944addressesfundamental,i.e.moreprimitive,requirementsofthelegalenvironment,asrepresentedthroughjurisdictionaldomains,onbusinesstransactionsandalsointegratestherequirementsoftheinformationtechnologyandtelecommunicationsenvironments.ThispartofISO/IEC15944containsamethodologyandtoolforspecifyingcommonclassesofexternalconstraintsthroughtheconstructof"jurisdictionaldomains".Itdoesso,followingtheapproachalreadytakenbyISO/IEC15944-1andISO/IEC15944-2throughtheuseofexplicitlystatedrules,templatesandFormalDescriptionTechniques(FDTs).Atthesametime,asetofexternalconstraintsofajurisdictionaldomainlendsitselftobeingmodelledthroughscenariosandscenariocomponents.Forexample,ISO/IEC15944-1:2002,AnnexI,'ScenariodescriptionsusingtheOpen-ediscenariotemplate:"TelecommunicationsOperationsMap"example'isascenarioofanexternalconstraintofajurisdictionaldomain,i.e.theUSA,thatprovidesabusinessprocessframeworkthatprovidestheenterpriseprocessrequiredforatelecommunicationsserviceprovider.OtherexamplesofexternalconstraintswhichlendthemselvestobeingmodelledasscenariosandscenariocomponentsincludethecustomerclearanceprocessoftheWorldCustomsOrganization(WCO),oneormoreoftheINCOTERMs,etc.Inadditiontotheexistingstrategicdirectionsof"portability"and"interoperability",theaddedstrategicdirectionofISO/IECJTC1of"culturaladaptability"isalsosupportedinthispartofISO/IEC15944.Here,thefactthatexternalconstraintsofjurisdictionaldomainsareaprimaryfactorinthechoiceoflanguageandapplicationofpublicpolicyarealsoaddressedinthispartofISO/IEC15944.
